Use incremental upgrades when syncing epochs

rust-repo-syncing into rust

If the epoch is upgradable from an old epoch, use incremental upgrade instead of syncing everything

Meaning: copy the old epoch, then update the updated karas and delete the deleted karas to rebuild the new epoch
