Configure update

List of changes:

• install kagari python script
• enable LTO if compiler is llvm
• if the C llvm compiler is used, the C++ one shall also be (no clang + g++ things)
• liblektor is always shared
• add the debug script to not need to install lektord to be able to launch it with gdb
